Regional Institutional Building

Just over the border from Poland - I have no idea where as I was in the back of a Land Rover, is what I believe to be a Regional Instituational Building. I reached this conclusion because of the things left behind; there included Soviet Emblems, a DDR badge celebrating 25 years of the DDR (this would have been 1974 if I have done my maths correctly!) and what appeared to be local farming quotas and records.

This was a really interesting place, one I would like to go back to ..... If I only knew where it was!
